LETTER TO CABINET MEMBER FOR CHILDREN

Dear Matthew,

I am writing to ask for your help and support with the funding request that has been submitted to you by Rishton United and Norden High School and Sports College.

As you know the project has asked for a Lancashire County Council contribution of £50k toward a £300k scheme that will result in the much needed improvement of two existing pitches, together with the creation of two new minor pitches.  This is a very worthwhile project, and financial support for it has already been secured from a variety of other partners including the Borough Council, Sport England and the Lancashire Football Association.  A small contribution from Lancashire County at this time will enable the other funding to be drawn down and allow work to begin on the scheme in 2015.

I appreciate that you will have competing demands on the County Council’s resources but I feel strongly that this can and should be a priority.  You will not need me to tell you that Norden High School serves one of the most deprived communities in Lancashire, typified by low levels of engagement in sport and physical activity, high levels of morbidity, little disposable income and poor access to facilities.

Over more recent years I feel that Rishton has had a “rough deal” as a result of Government cuts.  In this time we have seen the complete withdrawal of youth service provision in the Town and ending of funding for the Rishton “Primetime” facility.  The ending of the “Building Schools for the Future” programme was another blow to the Town and one that has left the school with a number of ROSLA buildings that are simply not fit for purpose.  The overall impact is that the facilities available for young people in the Town are woefully inadequate.  The small investment being asked for would help us to take a step in the right direction to address the shortfall, and provide a much needed boost to the project which enjoys widespread public support.

I do hope you will be able to lend your support to this scheme and work with officers at the County to secure the relatively modest contribution required to enable this scheme to progress.
